Environment resources - add functionality to allow new resources and resource groups to be added to

Resource groups may be created using the 'Create Resource Group' component plugin. However there is not currently a method to add the new group to appropriate global environments such that they may then be used by the component mapping. Any automation of creating components requires a administrative manual step to assign the resource groups appropriately before they may be used.
