Open a support ticket and provide screen shots of the error message generated.  Support will also require a install log.  Follow the steps below to generate an install log to report with your issue.
1. Open the registry with Regedt32.exe and create the following path and keys:     HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\Installer.  (See fig 1)                               Reg_SZ: Logging               Value: voicewarmup

Note: When you attempt to run the installation a log file with a randomly generated name will be created.  However, the name of the file will begin with the letters “Msi” and end with a “.log” extension.
2. To locate the generated log file to provide to Support, type the following in a command prompt (See fig 2) :
     cd %temp%

At this point, attempt to reinstall DevPartner; if the install fails attach the Msi log file generated in the temp directory to your support incident.
In addition to the install log file.  Create a system info dump file as well (See fig 3).
Start->Run->msinfo32.exe File->Save to produce to *.nfo file.
