Although there is no direct functionality within Test Manager for doing this it can be implemented using a combination of WSH and the Remote Shell functionality of both Windows and Unix.

You will need to create a WSH script so that executes a command line which uses remote shell to kick off a TCL script on the Unix side. The only problem here is that both windows and Unix need to have the RSH daemon running and the user executing the script needs similar user privileges on both platforms.
