This is a Windows system problem where it has gotten confused as to which services are running in the systray. There are two possible solutions to this:

1. Reboot the PC
2. Uninstall and reinstall SilkCentral TestManager. You will not lose any data.

This is not a TestManager problem but a Microsoft Windows problem and is known to happen randomly with many different applications.
