How can I create a button which allows me to link two issues in Issue Manager?

You will need to create a new workflow action under "ISSUE MANAGER | CONFIGURATION | WORKFLOW". Then in order to ensure it requires you to add a link to another issue, you should configure it to use the option "Related Defect Number:" as shown in the screenshot below:

This will then create a new button in your workflow:

When you select the button, you will receive the "Action" dialog, which will now contain the prompt you created, allowing you to enter the issue number it relates to:

When you enter the issue number, and select "OK", an entry will be save in the history as shown below. This is a hyperlink, and selecting this will take you to the relevant Issue number.
