Silk Central Email Notifications - When are Emails sent out?

We've been using Silk Central for 8 years, and are just setting up the email notification now.  When will a notification be sent?  New tests?  Updates to existing tests?  Adding new test steps to existing tests? 

We have confirmed all users have valid emails and the email server is sending out valid test emails.  How can we test if this is working correctly?
