You need to be using the Owner Icon structure. From the Import Tool online help "Working with requirements" - "Concepts" - "Rules for applying styles"

Owner icon

The "owner" icon is a bit different from the others in that when you click it, the style name of a paragraph does not change. It does not have a corresponding style. Instead, you use it to show a parent-child relationship between requirement titles. Click the owner icon only when the cursor is on requirement titles (paragraphs with the seg_title style).

You can see this relationship by switching to Outline View (click View/Outline); the requirements display as an indented list based on the ownership designations. You may also use the outline icons supplied by MS Word to show or change the relationships between requirement titles.

When you save the requirement document to Test Manager, requirements are saved as sub-requirements to reflect the ownership designations you applied with the "seg_owner" icon or with the MS Word outline icons.
