Does SilkCentral Issue Manager have the ability to subscribe notifications to individual defect?

This functionality would be useful if, for example, you have issues
that cannot be retested until another issue has been resolved. For
this reason you may wish to subscribe to a defect, so you will
receive an e-mail notification when the defect has a state
change.
You can set up the rule to achieve this under
ISSUE MANAGER | CONFIGURATION | CUSTOMIZATION | E-MAIL
NOTIFICATION | E-MAIL NOTIFICATION RULES SETUP
When you have setup this notification, navigate back to the
defect you wish to receive the notification for. In this defect, go
to the "NOTIFICATIONS" tab and select EDIT | ADD. In the
"Rule" dropdown box select the rule you just entered,
fill in the rest of the details required, and select
"OK".
When you save this you will notice the "Apply To"
column indicates the notification applies to "this
defect" rather than "all defects".
