As described in the Issue Manager Administration Guide, reassigning an issue is a method of manual routing that should override the automatic routing mechanism.

When an issue that has been reassigned returns to a previous state in the workflow, Issue Manager should remember the reassignment and later return the issue to the inbox to which the issue was manually routed, rather than to the inbox to which it was originally routed.

However due to a minor defect this reassignment method does not successfully override the automatic routing. A patch named (SCTM82_Patch_04_Concurrent_Assign_TDs-Reassign_Overwrites_Routing.zip) has been created which resolves this issue; if you require this patch please contact Borland technical support.
