If your System clock is running on a different time than the settings in your SilkCentral Test Manager User account, SCTM will take the details from the User section first. Therefore if your system time is set to: PST and your User time settings are set to GMT, then SCTM will need the user to add 8 hours to the scheduler or else it will not see the tests as happening in the future.

To change the User Time settings, go to the Administration->Users in SCTM. Click on the User that needs adjusting and then modify the time zone as appropriate.
