JIRA is a Java EE web-based bug tracking and issue tracking application developed by Atlassian Software Systems. This bug tacking tool can theoretically be integrated to work in conjunction with SilkCentral TestManager by using the SilkCentral API.

If you look at the packaged documentation in your Borland | TestManager folder you will find the user guide for the SilkCentral API. Specifically, chapter 3 on issue tracking integration deals with this type of integration.

Note: This however does require a certain level of customisation and would best be accomplished by using Borland Consulting Services.
