How can I configure the workflow so that the user who logged an issue will always be notified when the issue is fixed?

You can override your organization"s normal routing for
verifying issues. For example, you may wish for users to verify
that the issues they reported are indeed fixed.
To do this go to "ISSUE MANAGER | CONFIGURATION |
PREFERENCES" and select the Always verify your own
issue radio button.
Enabling this setting will route issues that users submit to their
own inboxes (when an issue has been fixed) for verification, rather
than to the typical QA inbox.
Note: You must have the Groups, inboxes, and user
accounts security privilege to edit user accounts.
