Problem:

When attempting to delete a state I get the error "This state cannot be deleted because it is in use", can I delete the state?

Resolution:

It is only possible to delete states that have never been referenced by an issue.

If you have existing issues that referenced the state you wish to delete at some time, regardless of whether they are all closed or open, then it will not be possible to delete the state.
