The 'Severity' property in Issue Manager is mapped to the 'Severities' list of values per default. If you are using a localized version of Silk Central, the name of this list of values may be translated, thus the mapping points to a wrong list, which is empty. Add the required values to the translated list of values to make sure that future new projects all receive the correct mapping (Administration -> List of Values).

The 'Severity' can also be empty if your 'Severities' list of values does not contain any values for the selected issue type. In this case, also add the required values to the list, specifying the desired issue type.
