Can I copy items from one project to another in SilkCentral Test Manager?

Yes.

You can now copy Requirements, Test Folders, Test Definitions, Report Folders and Reports from one project to another in SilkCentral Test Manager.

Right click on a folder or test definition from the planning tree and select "Copy" from the menu. You can then select any other project and "paste" there the copied node and/or its children to a TestContainer or folder (see below).

You cannot copy folders and test definitions from linked Test Containers to another project.
