Why is a "Message = Connection refused: connect" error generated when attempting to access the Chart Server?

ANSWER

This error occurs in the "Chart Servers" tab of Administration > System as shown below.

Solution:

This occurs because the installation path is too long.

To resolve this issue, install at least the ChartServer on another machine directly e.g. to "c:\Borland" or reinstall
the whole SilkCentral Test Manager to a shorter Installation path on the same machine.
