Issue Manager does not collect any logs, and so the only changes which are recorded are those changes which are made to the actual Issues which are logged.

The reason Issue Manager does not record other changes made, is because changes to the configuration can only be made by those with the admin rights to do so. Generally only a limited number of people will have this kind of access, so you can usually easily determine who has made changes.
