Answer:
To disable the MPX feature for a certain configuration you can simply do the following:

- Browse to C:\Program Files\Borland\StarTeam Server 2005 R2\EventServices
- Locate the folder named after the configuration you wish to disable MPX for and rename the two XML files within that folder.

Following this action will ensure that the server configuration will not be able to connect to the message brokers and therefore the server will not use MPX.

If you need to disable MPX on a per project basis you can do so in the StarTeam client by browing Tools | Personal Options | StarTeam MPX and unchecking the MPX checkbox.
