Answer/Solution:
Although the Eclipse integration may work with different versions of the StarTeam SDK, there are issues such as this one that may occur. This problem is resolved by installing the 2006 R2 SDK runtime for use with the 2006 R2 Eclipse integration. It is always recommended that you use StarTeam components of the same version level.
