When starting TrackRecord, nothing happens besides a brief hourglass

Problem:

TrackRecord was running just fine until recently.  Now, when I try to start it, I get an hourglass for a few moments, but nothing else happens.

Resolution:

This problem is almost always caused by reinstalling the software without rebooting first.  If you uninstall TrackRecord and some of its components were in use (NMDBInfo and NMDBase are two that usually are), these components will be marked for deletion upon rebooting the system.  If you reinstall without rebooting the system then the new components you just installed will be deleted, leaving you with an incomplete installation.

The solution for this problem is to uninstall, reboot, then reinstall.
