Answer/Solution:

StarTeam 2006 R2 Eclipse Client was tested with IBM RAD 7 and they do work together. Both products work with Eclipse 3.1, 3.2, and 3.3 at these versions.

To be clear, we are treating this as the ability to use two tools together that are making use of the same standard (Eclipse) and not an integration. If issues are encountered they will be treated as issues as working against the Eclipse standard rather than as integration issues with RAD.
