We are receiving the following error when attempting to run Quality Center: “ http://hostname:8080/qcbin does not respond - may be unavailable”


This error occurs when the "OTAClient.dll" is not located on the server running Quality Center. This dll is used to connect to StarTeam. To install the OTAClient.dll the Quality Center Explorer Add-in link must be clicked on and installed.
