The message simply states that CruiseControl is attempting to access a view from an invalid point in time for that view. CruiseControl is a third-party tool for which StarTeam does not officially provide support. This means that any issues encountered using CruiseControl must be reproducible without its use, perhaps using StarTeam"s stcmd command, bco utility, SDK, or the StarTeam client, in order for Borland technical support to be able to diagnose the issue.
