This issue most commonly occurs after performing a VCM (View Compare/Merge) "Rebase" from a Parent View to Child View.
Afterwards the View is no longer accessible.
This issue is addressed in StarTeam Server 2009 R2 Hotfix #8 (build 22.214.171.124). Installing this hotfix will avoid this issue occurring going forward.
However, please contact MicroFocus Support as you may require a corrective database script to allow access to the corrupted View.
