The user account will need to have administrative privileges (be member of local system administration group) to run as a service. The user will also need enough rights to start a Windows Service and be able to write to the system registry and make remote connections if needed.

The Local System account is a powerful account that has full access to the system, including the directory service on domain controllers. If a service logs on to the Local System account on a domain controller, that service has access to the entire domain.

To change your StarTeam server to run with a different user account please do the following: open up the Services Menu on Windows Server and find your Starteam Service entry. Select Properties and go to the Log On tab. Toggle the radio button to named, and select the account and put in the password.
