User Management includes adding users to StarTeam Agile as well as managing project teams. Only Administrators can add people to StarTeam Agile. Once a user is added, they can create projects and project teams.
Once you add a project team to a project, the project will only be visible to team members. It is visible to everyone until you create the project team.
