Answer:

The problem is caused by the regional formatting options on StarTeam 2006 server build 9.0.225 You will see this error if you are using StarTeam 2006 build 9.0.0.225 and your server is using localized regional settings.

To fix this issue you have 2 options:

1) Remain on the current build and apply the workaround shown below:

Select Start | Control Panel | Regional and Language Options | Customise
Change the decimal symbol to "." instead of "," and change the Digit grouping symbol to "." instead of ","

Now restart the StarTeam server and you will be able to check in files.

2) Download and install an updated StarTeam 2006 server version (build 9.0.0.236) this version has a formatting fix that will allow the StarTeam server to run on localized machines that do not use the same formatting as the English language settings.
