Answer/Solution:
Be sure to include the line "INCLUDE_USER_DATA" in the export.iem file. This is mentioned on page 22 of the 2005 R2 Import Export Manager stiemgr.pdf where it states:

"INCLUDE_USER_DATA: Meaningful only when you are exporting a project. When used, the export utility?s output includes all user properties (except for passwords) and all group properties. From this exported data, you can selectively import user properties and group properties using GROUP_DATA and USER_DATA. When INCLUDE_USER_DATA is used, its existence is important, not its value. For example, you could set the option to ?1? or ?xyz?. Regardless of the value, information is added to the export output. When this option is not in the .iem file, item properties that contain user information, are set to the user name of the user running the import utility."
