Resolution:

The procedure for creating private queries for viewing on the Web Server is as follows:
  1. Shut down Web Server.
  2. Make sure everyone is logged off.
  3. Start Track Record. (Usually right from the Server Machine.)
  4. Login as UserA.
    • Create a query.(Click File > New. Select Item. Click Ok. Select Query. Click the New Item button).
    • Set the name = "UserA".
    • Put check mark on PRIVATE.
    • Name the query (for example, Bugs assigned to me).
    • Save the query by clicking OK.
    • Create an outline.
    • Attach the query (for example, Bugs assigned to me).
    • Save outline.
  5. Login as UserB.
    • Create query.
    • Set the name = "UserB".
    • Put check mark on PRIVATE.
    • Name the query (must be exactly the same, for example, Bugs assigned to me).
    • Save the query by clicking OK.
  6. Login as UserC.
    • Create query.
    • Set the name = "UserC".
    • Put check mark on PRIVATE.
    • Name the query (must be exactly the same, for example, Bugs assigned to me).
    • Save the query by clicking OK.
  7. SHUT DOWN Track Record.
  8. MOVE that new outline to the web (C:\INETPUB\TR).
  9. Start the Web Server.
  10. Open Internet Explorer and go into Track Record.
  11. Login as one of the users and open that new outline. That should do it.
