Problem:

When a file is checked out from Star Team it is set as read only on the local workstation.

Resolution:

In the Star Team Cross Platform Client navigate to:

PROJECT | PROPERTIES.. | OPTIONS Tab | "Mark unlocked working files read only"

If this setting is enabled, all files that are checked out will be in read only format.  Disabling this setting will prevent files being checked out as read only.
