When I try to start the StarTeam-Oracle Server, I get the following error: "Failed to start newServer. Please check the configuration settings."

check the configuration settings.". (using StarTeam 5.2 with
Oracle 9i and Oracle 8.1.7)
Resolution: This may be
happening is if the NLS_Lang setting in your Oracle database set to
something other than American_America, StarTeam 5.2 has some issues
with language support so if this is the case, you should try
changing it. More details on how to do this can be found at:

does not resolve the issue, try removing all Oracle Client software
and change every locale to English (US), then reinstall the Oracle
Client (on a test machine if possible). [/Pre]
