This exception

Exception: Msg = Invalid object name "syn_requirement".
[Function Name] = CStDatabase::InstallStoredProc
[Stored procedure path] = C:\Program Files\Borland\StarTeam Server 2006\DBScripts\SqlServer_Scripts\DW\Install\starteam_sqlserver_create_dw_requirementobject.sql

will occur if you have a StarTeam Enterprise License, as this license does not include the Requirements component.

StarTeam Server can be run as an Enterprise or Enterprise Advantage server, each of which has a different set of features. The features that a client can access on the server is determined by the license package that you purchase.
