When checking in a file based on a revision label why do I get the error "The label is frozen and cannot be changed"?

Answer:

This occurs because the label you have chosen in the file check-in dialog box is frozen. You should speak with your administrator if you need to have the file unfrozen in order to check in the file. An enhancement request has been made to remove frozen labels from the file check-in dialog box in a future version of StarTeam as there is no need to display labels that cannot be used for the check-in.
