When trying to open a file attached to a Change Request in StarTeam why do I get the error "Windows can not find "FileNameHere. Make sure you typed the name correctly, and then try again"?

This error occurs in conjunction with the Cross Platform Client and an APE (Alternate Property Editor) specified.
To check if you are using an APE open StarTeam and select Tools | Personal Options | File | Alternate Editors or Project | Properties | Editiors
If you have the "Locator ChangeRequest" specific
please remove this and you will be able to open change requests
attached file via a double click. If you are unable to remove the
custom APE please use the either of the following
1. Use the windows 32 client to open the attachments
2.Download the file locally and then view. To do this select the Save As option inside the change request window and browse to file after saving.
