Answer/Solution:

StarTeam "Process Rules" combined with custom forms will act as "Change list submission triggers" in Perforce. Custom forms will allow you to validate the input in change request forms & mark certain input fields as required or not required and using "process rules" you can enforce the related items( CR"s, requirements or tasks) are selected when adding or checking-in a file into StarTeam. Similarly StarTeam Notification agent can be used to monitor the projects in StarTeam and notify the users about changes occurring in "change requests". This is some what equivalent to specification triggers in Perforce
