Answer:

The most important thing to note about changing the system clocks is that "The computers that run application clients and the Server must have their dates and times synchronized." This is found on page 91 of the StarTeam 2005 R2 install guide.

If you are moving the system clock forward, this should be the only thing you will need to take into account. If you are moving the clock backwards, you may have problems with items that will appear to have been created in the future (ie - file added at 10 pm, system clock reset to 9 pm, file appears to have been added in the future, could cause error. You do not have to stop the server in order for this change to take effect.
