Answer/Solution:

There is a defect exist in 2006 server builds which were released after 9.0.236 which prevents successful upgrade when using oracle as DB. Work around is replacing the file starteam_oracle_create_install_database_views.sql in C:\Program Files\Borland\StarTeam Server 2006\DBScripts\Oracle_Scripts\PreInstall Folder with the one attached to this KB article and then resuming the upgrade process.

Once the upgrade is successful, go ahead and start 2006 server and check the server log. Most likely you wont see any errors but if you come across an error like below one...

00000004 2008-03-08 08:16:31 Exception thrown from Unknown: Class = StDatabaseException, Code = 22(0x00000016) Msg = Invalid update time: is earlier than last modified time

[UpdateTime] = 3/8/2008 8:04:24 AM

CStServer::Run: Class = StDatabaseException, Code = 22(0x00000016) Msg = Invalid update time: is earlier than last modified time

[UpdateTime] = 3/8/2008 8:04:24 AM
[Table Name] = User
[Function Name] = CStDbObjectSet::EditWithoutSP
[ID] = 921

Just stop the ST server and go to menu bar Actions---->Upgrade. This action will fix the above error.
If the issue still persists, please contact Borland Tech Support.
