How to resolve the error RESOLVE_DOTNOT_PACKAGE.

Description:
An error similar to the following might be found in the server log:

Exception thrown from Unknown: Class = CDBException, Code =
4294967295(0xffffffff)
Msg = ORA-01001: invalid cursor
ORA-06512: at ".RESOLVE_DOTNOT_PACKAGE", line 1
ORA-06512: at line 1
[ODBC Error] =
State:S1000,Native:1001,Origin:[Oracle][ODBC][Ora]


Answer/Solution:
This error commonly occurs because the open cursor setting is not high enough on the Oracle database server. Borland recommends setting this to a value of 400 for an Oracle database using Starteam. Please see Appendix C in the Users and Administrators Guide for 2008 R2 for details on Oracle database tuning.
