The issue is caused by users being created after the mpx server had been stopped.Try the following to check if this issue occurs with a new user.
Stop the CaliberRM Server (Open command prompt - enter "dbmgr -stop" to stop the database manager)
You can perform the steps below from the Windows services menu ( Start > Type "Services").
Please stop the following services in this order:
Then restart in the following order:
Try to create a new user in Caliber Administrator. Check to see if it can connect
Try with the previous user you had issues with.
All users should now be synchronised with Visualize and Caliber.
