If you are referring to running SilkTest on a virtual Windows machine on something such as Amazon's Cloud then yes, it will run on that virtual PC. All other normal SilkTest restrictions will apply.
However, SilkMeter does not run in the cloud so for every cloudPC that is running SilkTest you will require a standalone license. We have no plans to upgrade SilkMeter to become a cloud-based product.
