Check if the web console is active. On your GWIA in the admin console, Groupwise, Agent Settings, verify the port (default 9850, IIRC) and set a user name and password. Try and access the console directly: http://ip.of.your.gwia:9850 and login with the configured credentials.
If that works, you have a problem with the monitor itself, we can troubleshoot this later. Often it helps to restart the monitor via "rcgrpwise-ma restart" ;-)
