Not that I can find. What would help zero in on where it is, - Does this behaviour move with the user on another system? - Does this behaviour happen to you using this user's account on their system? - Does this behaviour happen to others on this system? Check both with the user's Windows profile and in a separate one. This should help us isolate the source as to if it is the user's account, their machine, or their Windows profile. Then we can drill through the places to investigate for each of those.
