Enforce GW password policy for existing users

We have a groupwise 8.03 HP1 system with multiple domains/postoffices. E-Directory is 8.8 SP6 running on OES 2 SP3 .
Our groupwise PO's use LDAP-authentication with no password policy.
We have to enforce strong passwords. We configured a password policy using imanager and assigned it to an OU. The policy works for new users who are created in this OU, but existing users in that OU can still use their old simple passwords. When an existing user changes his password first the policy is enforced too.
Is there a way to enforce the password policy to the existing users without changing their ldap passwords ?

    Within the Universal Password policy, there is a checkbox option to check the current password against the set policy. If it does not meet the set policy rules, a user will get prompted to change his/her password.

    we'd tried this option but it doesn't seem to work. Users can still use their old simple passwords to login to groupwise.
