iprint client says iCM is not configured

I recently setup a new iprint appliance 3.1 but we can't seem to get the iCM refresh option to show anything but "iCM is not configured by your administrator."

Some environment notes:
- iprint appliance 3.1
- iprint client version 6.12
- novell client is not installed (users login using their active directory credentials)
- iprint appliance syncs users and groups from active directory

In iprint.ini
- iCMEnabled = 1
- iCMScope = DEFAULT
- iCMDirServer = 0.0.0.0

I have already run through the processes in https://www.novell.com/support/kb/doc.php?id=7016605 and configured icm settings for myself as a user, a group i'm in and the ou

I also followed https://www.novell.com/documentation/iprint_appliance/iprint_appliance/data/b168dslv.html to enable global read for th icm attributes

I would greatly appreciate any suggestions on the where to proceed/troubleshoot from here. Thanks!

    Normally this error is coming because the attributes rights are not
    properly set or the -S switch on the windows machine is not set to the
    appliance ip. So i'd start reviewing this settings. Then you can take an
    ipptrace (tid7007023) having the options in iManager, user object icm
    configuration tab, Both check boxes check under the Display ICM results
    in a dialog box on workstation then duplicate the issue. A simultaneous
    lan trace on pc using wireshark will help as well.
    c:/ndps will have an extra log files, ipptrace and icm which may show
    more info.
    also verify that pc can make a ldap query to the appliance, maybe a
    firewall is stopping it.
