Cluster POOL Resource is hidden after a cluster restart

If I restart our cluster, the POOL resource is not visible in iManager under "Cluster Manager" tab.
And it's not listed at CLI if I run a "cluster status".
But the POOL Resource is listed under the "Cluster Options" tab in iManger.

The only way I've found to get it back is to select it under "Cluster Options" and click to "Delete".
The delete operation fails because the resource isn't in the correct state but this action brings the POOL Resource back.

It then becomes visible under the "Cluster Manager" tab and from a "cluster status" at CLI.
No issue then to bring it online.

Any ideas why this is happening and how to fix?

    Which version of Open Enterprise Server (OES) are you using?
    Please post the output from "cat /etc/*release".

    How up to date is OES regarding patches?

    although this TID 7001365 "(All of the cluster resource are not listed
    in iManager "Cluster Manager" or via "cluster resources" command)" seems
    to be old we have similar such issues with OES2015 and maybe this helps
    if it happens next time.

    Good reminder to get our OES2015 SP1 cluster patched but the issue here was fixed with TID 7001365.

    The information was inaccurate in the cluster object's "NCS: CRM Resource Priority" attribute.
    Once I corrected that information all was well.
