Give us an option to shrink nss pools

Hello,

by generating shadow volumes on other storage devices and moving data onto these secondary storage devices there is no way up to now to decrease the size of the primary nss pool afterwards.

So the storage guys will present the next bill with an equal sized primary pool and an additional secondary pool to us.

NSSMU pool move should accept a smaller pool as a target, as long as used volume space fits in.

As a workaround give us a tool to do the move on a file based level instead of block level that preserves the primary-secondary relationship.
