Password Expiration Notification emails - not sent unless previously logged in

I am running SSPR appliance, v4.5.0.2, running against eDirectory.

The past couple of days, we have been dealing with multiple users whose passwords expired, without them receiving a notification.

 

On the appliance, I can see that the job runs.   2500 users, sent 16 notices for this morning in the local debug file.   I see entries for 15, 10, 5, 1 day notices, how I have it configured.    I have some folks that say they received the expiration notifications, while others do not.

 

I can search our email archive, Retain, and see that the system is sending emails just fine to users, notifications for password changes and expirations.   I look at the users that say they did not receive a notification, and there are no notifications in their email archive.   In looking at the folks that did and did not get notifications, one things stands out to me....  when looking them up in SSPR...   ONLY the folks that logged into SSPR previously received a notification when their password expiration came up.    The folks that did not login previously did not receive a notification.

 

Is there a setting that I have misconfigured that is not pulling data from eDirectory for all users, instead of just the ones that have logged in previously?

    well...  the system must have read my post....   cause this morning, according to the log, appears to have sent out 313 notifications.  Of which, I checked a few, and they show no instances of logging into our SSPR site.

     

    interesting note...  I got the 313 number by copying the individual "notification" entries into a text editor...and the last line in the log shows:

    2020-11-30T05:00:22Z job complete, 2543 users evaluated in 5s, sent 50 notices.
