I'd like to be able to allow non-admin ESM users to reset other users' passwords. What's the best way to accomplish this?
The way to reset any user is via the command line. You can see the administrators guide here - Administrator's Guide for ESM 6.8
But its just "./arcsight resetpwd" at the command line. You can run it in X11 mode as well as console (and silent too), so you can change the password as needed.

To be clear: I want non-administrators to be able to reset passwords of other accounts.
I *think* I may have resolved this: If a user has R/W permissions to a Group (folder), they'll be able to make changes. This applies to Groups that hold user accounts as well.
