try to https://<your-servername>:8443 with any browser from same machine where you get the error, this should present you also a login page, if net, try to telnet to the ESM on port 8443....

for further investigation, you should be able to ssh to the ESM Server.

Hello Bramma, 

as A mentioned from the system where you deployed the ArcSight Console use your browser and connect to https://<FQDN_ESM>:8443 and see if you can connect.

Is the ArcSight ESM server deployed by you as well or by someone else?

Hi Bramma,  also make sure your ESM server name "bramma" resolves from system where you installed console,  if not make entries in host file.
