Yes, it is more or less CLI based. You can get assistance through ScanWizard, AWB (Audit Workbench)j, fcli or even some third-party integrations (e.g., Visual Studio).

Regarding your second question, the engines are the same; however, there is a difference in setup, execution and auditing. FOD is our services solution that has additional options available. SSC/SCA/WebInspect can be either on-prem or hosted.
